Hosier / Rutledge Lanes Steering Committee Terms of Reference 2013  (TO BE REVIEWED, finalized and endorsed by the Hosier Rutledge Lanes Steering Committee – 3 April 2013 meeting)1. Introduction

The establishment of the Hosier / Rutledge Lanes Steering Committee (HRLSC) acknowledges the importance of the Hosier & Rutledge Lane character, street art and safety for residents, business and visitors.  To address amenity issues through the implementation of the Hosier and Rutledge Lanes – Restoration of Character and Update on CCTV – Future Melbourne Committee (FMC) Report’s Project Plan.

Purpose of the Hosier / Rutledge Lanes Steering Committee:

The HRLSC provides leadership regarding the implementation of the above-mentioned project plan;   Its key focus is to improve the level of safety, and amenity, and to contribute to the overall vibrancy and restoration of character for these acclaimed laneways.

The HRLSC is a consultative committee which aims to:

  • promote problem solving and development of new initiatives through cooperative action.
  • encourage the further development of good management of Hosier and Rutledge Lanes.
  • contribute to positively support community with the focus on sustainable outcomes.
  • provide professional insight and strategic advice into practice issues and public policy.
  • research – innovative approaches to cultural practices and community safety

2. TERMS OF REFERENCE

a) Monitor and evaluate the progress of the HRLSC in relation to:

i.   Achieving its aims.

ii.  Membership.

iii. Benefits to the community.

b) Contribute to the agenda for the  meetings

c)  Participate in the development of the Hosier and Rutledge Lanes – Restoration of Character and Update on CCTV – Future Melbourne Committee (FMC) Report’s Project Plan.

d) Identify issues, make recommendations and provide support and strategic direction to the City of Melbourne and other stakeholders involved.

3. MEMBERSHIP

Organisational representation includes:

  • Community Safety & Wellbeing, City of Melbourne
  • Signal, Arts & Culture,  City of Melbourne
  • Hosier Inc.
  • Youth Street Teams, Salvation Army
  • School of Art, RMIT
  • Youth Projects

4. Terms of Membership 

  • Members are appointed following an expression of interest.
  • Members may vary due to availability from organisations represented
  • Vacancies will be filled as soon as possible.

5. Operation and Meetings

  • Branch Manager, Community Safety & Wellbeing   will convene and chair meetings.
  • City of Melbourne will provide executive support for the Hosier / Rutledge Lanes Steering Committee meetings.
  • The Hosier / Rutledge Lanes Steering Committee will meet monthly, (or as required).
  • Meetings commenced in March 2013.

6. Confidentiality

  • Victoria Police supplied crime data is to be kept confidential and not shared with other stakeholders, unless agreed members of the Steering Committee.
  • Recorded  minutes from meeting are available to the public.

7. Statement of Principles

The following principles of good governance will guide the functions of the Hosier / Rutledge Lanes Steering Committee:

  • Effective and efficient
  • Accountable
  • Equitable and inclusive
  • Transparent
  • Law abiding

8. Conflict of interest

All committee members have a responsibility to be transparent where there is a direct conflict of interest and inform members.

9. Review

A review of Hosier / Rutledge Lanes Steering Committee functions will be held every 6 months.
